LOCATIONS IN THE WARNING INCLUDE BUT ARE NOT LIMITED TO QUINCY... WHIGHAM AND CAIRO PRECAUTIONARY/PREPAREDNESS ACTIONS... EXCESSIVE RUNOFF FROM HEAVY RAINFALL WILL CAUSE FLOODING OF SMALL CREEKS AND STREAMS...HIGHWAYS AND UNDERPASSES. ADDITIONALLY...COUNTRY ROADS AND FARMLANDS ALONG THE BANKS OF CREEKS...STREAMS AND OTHER LOW LYING AREAS ARE SUBJECT TO FLOODING. FLOOD WATCH NATIONAL WEATHER SERVICE TALLAHASSEE FL 331 PM EST TUE DEC 23 2014 ...A FLASH FLOOD WATCH REMAINS IN EFFECT THROUGH WEDNESDAY EVENING FOR ALL OF SOUTHEAST ALABAMA... SOUTHWEST AND SOUTH CENTRAL GEORGIA...AND THE FLORIDA BIG BEND AND PANHANDLE... .PERIODS OF HEAVY RAIN ASSOCIATED WITH AN INLAND MOVING WARM FRONT HAVE RESULTED IN WIDESPREAD RAINFALL TOTALS OF 1 TO 2 INCHES WITH A SWATH OF 2.5 TO 5 INCHES EXTENDING FROM WEST OF APALACHICOLA NORTHEAST ACROSS THE CENTRAL AND WESTERN BIG BEND INTO SOUTH CENTRAL GEORGIA. REPORTS OF FLOODING HAVE ALREADY BEEN RECEIVED IN PARTS OF SOUTHWEST GEORGIA AND THE BIG BEND WHICH HAVE RESULTED IN ROAD CLOSURES. ANOTHER 3 TO 4 INCHES OF RAIN IS FORECAST ACROSS THE ENTIRE AREA AS A PRE-FRONTAL SQUALL LINE APPROACHES OVERNIGHT AND WEDNESDAY. THIS WILL EXACERBATE ANY ONGOING FLOODING AND COULD LEAD TO ADDITIONAL FLOODING IN AREAS THAT WERE ABLE TO AVOID IT THIS FAR. IT SHOULD BE NOTED THAT WATER RISES WILL BE QUICKER WITH THE NEXT ROUND OF HEAVY RAIN.
